Second consultation on proposed changes to BBC television and online services

In December 2014, the BBC Executive submitted proposals for a package of proposals including the closure of BBC Three as a broadcast service and its reinvention online, the launch of BBC One +1, changes to BBC iPlayer and extended hours for CBBC.

Given the significance of the proposals, the Trust was required to conduct a public value test. According to the test, the Trust must be satisfied that any likely adverse impact on the market is justified by the likely public value of the change before concluding that it should be approved. The PVT began in January 2015 and included a public consultation which received 24,000 responses. In June, we published our provisional conclusions and requested further information from the Executive relating to our decision on BBC Three.

The Executive has now responded and on 12 August 2015 the Trust published this alongside our proposed service licence amendments and a list of consultation questions. Our consultation will run until 30 September 2015. The PVT is ongoing and still has some way to go.  We have not taken any final decision and would very much like to hear the public's views.
