The New York Times reported last week that Justin Bieber was a little … off at the New York stop of his new world tour. Now, TMZ has video of the recently face-tattooed 22-year-old seemingly sobbing through a performance of “Purpose” in Philadelphia this weekend. As he struggles to get through the number, a supportive fan screams, “It’s okay, Justin!”
